If I turn off show non gps tracks.... I see that the accuracy is greatly diminished.....so does it mean the unit has been in that general area or did it just pick up a signal there somewhere?

That means that in last update, the app could not obtain a GPS location. Maybe this is caused by the device is inside a building. In this case, only the less accurate cellular location is obtained.

When GPS is OFF how you determine location from cellular information? Do you use Google location service or ...?

Yes, for Android phone, it will use Google''s location service.

So if I am not picking up anything with the socket time our error should I try changing from GPS to NON GPS? Will that bring it back on with an accurate signal?

The socket timeout error is not a fatal error. You will see it quite often. If your map is current, you don''t need to care about this error. If your map is not current, you might need to check the internet connection of your target phone.
But adjust the location setting will not affect the internet connection of the phone. You should keep the location setting to high accuracy.
